You can feel that determination in Kampala. There’s an optimism in the city that reminded me of the Wild West. Or, at least, what I’ve read of the Wild West. I wasn’t actually there, you know.
In the north, especially in the IDP camps, not so much, they were all about when is someone going to do something for me, but then that’s what you get when you force people from their homes and tell them you’ll take care of them.
