Is our children learning?

The surprising part of these graphs is that test scores remain constant.  Were the tests adjusted for grade inflation?

Not that I’m against school spending. America is dumb enough, it can use all the education it can get. It is one of the legitimate functions of government. Maybe not the federal government though.
